September 21, 2023
Yu Jingbing, vice president of Shenzhen UAV Industry Association, announced on behalf of the association

Global Hawk (Shenzhen) UAV Co., Ltd. promises to take the lead in safe flight
Once the drone flight has a problem, it will be a disaster for ourselves and the industry! We sincerely hope that the country's drone manufacturers, research institutions, industry users, and drone drivers will actively support and abide by the initiative. We hope that our vast number of drone companies will unite and achieve self-discipline in the industry and put safety first.
Dear leaders, distinguished guests, ladies and gentlemen,
In recent years, the domestic drone industry has developed vigorously and vigorously! As consumer-grade aerial drones enter the lives of ordinary people, various industrial-grade special drones are also being piloted in various industries. There are more and more drones in the air, and the supervision of drones is imperative. According to the two advisory circulars issued by the Civil Aviation Authority:
Interim Provisions on the Administration of Drivers for Civil Unmanned Aerial Vehicle Systems (AC-61-FS-2013-20)
Light and Small UAV Operation Regulations (AC-91-FS-2015-31)
Our Shenzhen UAV Industry Association, in conjunction with dozens of member companies, officially proposed the following initiatives for the legal and safe flight of drones:
First, resolutely licensed legal flight
According to the regulations of the Civil Aviation Administration, drones with a take-off weight of less than 150kg are divided into two levels, micro and light. According to the driving level, they are divided into drivers and captains. It is recommended that friends who control drones should carefully study the laws and regulations of drones. Courses such as the flight principle of drones, aeronautical meteorology, and disposal of drones in emergencies are taught to obtain drone driving licenses to ensure legal flight.
Second, resolutely legal and safe flight
According to the provisions of the Civil Aviation Law, in theory, every flight of a drone should declare a flight plan. Therefore, for every operation of the drone (except for plant protection), the flight plan should be declared as far as possible, and the flight should be safely observed.
Third, resolutely not in the no-fly zone
For military restricted areas (including prisons), airport control areas (especially near the way the plane takes off and land), commercial areas (including densely populated areas), substations / high voltage power lines, mobile base stations, gas stations / oil / gas storage tanks around In the place where the drones cannot fly in the sky above the government building, we must resolutely put an end to the black fly and maintain the image of the industry.
4. Resolutely avoid flying in areas that may endanger public safety.
For the prosperous business district, the population density is large, the buildings are dense, and the air conditions are complicated. It is recommended that, unless approved, the safety flight routes and emergency measures are repeatedly demonstrated, otherwise, it is not easy to fly in these areas that may endanger public safety.
5. Resolutely develop good flight habits and do a good job in inspection and maintenance before and after flight.
After all, the drone is an aircraft running in three-dimensional space, which is more complicated than running in a plane, so it is a good habit to make good habits and check and maintain the drones before and after the flight.
Sixth, resolutely abandon the luck, every flight must be foolproof
Resolutely abandon the luck of luck, every flight operation of the drone must be carefully planned and voyaged, equipped with ground safety personnel, and various emergency measures should be taken to ensure that every flight is safe and safe.
A good industry order needs all of us to maintain together, and the vast market space needs us to develop together! The drone industry can't make any money, and it will come to Japan. But once there is a problem with security, it will be a disaster for ourselves and the industry! We sincerely hope that the country's drone manufacturers, research institutions, industry users, and drone drivers will actively support and abide by the initiative. We hope that our vast number of drone companies will unite and achieve self-discipline in the industry, and put safety first and common. Coping with challenges, grasping opportunities, and making suggestions for the healthy development of the drone industry, together with the growth of the drone industry, for the self, for the industry!
The future of the drone industry must be even better!
